calendar subscription by organizer inconsistent

There appears to be a bug in the subscribe to calendar functionality – in outlook using ics file, subscribing to a calendar of ONE organizer works as expected, you get only the events by that organizer, but using M365 or Google and get all organizers. Surely it should be ONE organizer if I have filtered by organizer and for every type of calendar subscription, the same behavior should be exhibited.
