Is My Understanding of Block Theme Development Correct?

I’m planning to start developing block themes in WordPress, and after doing some research, I wanted to confirm if I have a good understanding of the process:

• You can create block theme templates using the “Create Block Theme” plugin. (Is this also when patterns are created?)
• The development of custom block elements follows the same steps as when creating editors in hybrid themes. (Does this fall under block theme development or editor development?)
