Colorado Tax Rate Being Applied

Hello we are located in Florida but currently Woocommerce is charging our customers from Colorado sales tax. I have tried removing all the rows under Standard Rates, but tax still gets calculated for Colorado. I have also created a new row under Standard Rates that is for all CO with a tax rate of 0% manually. When TaxJar responds back with the 9% tax rate it then overwrites the 0% that I manually setup and then charges the customer Sales Tax. What can I do to ensure that the only state we are charging sales tax is Florida? Thank you
