Can you create new Menu Locations?

We are working on a website for a school.
Their current site has pages where there are two menus – one top of the other, to do with Years.

On a mobile, the second menu vanishes and appears in the Home dropdown. That bit I can do.
But our theme adopts the Locations, and we only have 3 of them. 2 are already being used.

So how do we create three new ‘Locations’, which can then be picked up by our theme?

We are using WP Bakery but we think the Menu element is part of the theme (Porto), which in the Dropdown, shows Main, Top Navigation and one other I think.

Can someone help? Maybe a function that creates more Locations?
