Bulk translate WP CLI, instant translate options

I have local language websites that I would like serve in English on a separate domain. Since there are thousands of posts already, I wonder if there is a bulk translation option via WP CLI, if not at least in wp-admin.

For new posts, I plan to sync from one website to another, thus new posts will be uploaded to ENG site right away. In that case, I wonder if it is possible to translate the contents immediately.
