Can I force the visitors in my site to login if they want to vote?

Hello, I am trying to add voting contest to my guest post blog.

I want to give Amazon gift cards to 5 voters each month, for the post that has won.

What I need is:
Force the visitors to login if they want to vote for posts (preferably with an option for social login but if not possible – email/password but with email verification before login).
Collect the emails ONLY for the users that have voted for specific post.

In other words, when the month ends and we have a winning post, I want to export all the emails that have voted on that post and draw 5 random winners.

Is this possible without custom work?
