Scan not starting | WordPress.org

The Scan does not start. This is the error:

A scan stage has failed to start. This is often because the site either cannot make outbound requests or is blocked from connecting to itself. I tried the suggestions on the page, but that doesn’t help.

I searched the forum, enabled debugging and these are the last 20 lines of the log:

Can you see what is the problem or point me in the right direction to solve this?
