Limit message access for specific users

Hi,

I would like to allow the user to receive multiple messages but he can only communicate with 1 and the rest will be not accessible to him unless he buys a paid plan( or a specific condition is fullfilled ).

how can I achieve this?

can anybody guide me with hooks and filters for it?
