I’m on a looping with my WordPress: anonymous tab VERSUS normal one

On my normal tab, I can see all the plugins and the theme I installed. But, if I open the website on my phone, I see a sample theme installed, instead of the Astra one.

That said, when I access my C-Panel to change the static page, I couldn’t find my Homepage, just the sample and Privacy default one. So I thought: I’ll install everything from scratch, but now I can’t, because it says that is already installed, even though I don’t see it there. Is there any clear cache or reset that I can have all the places showing the same thing?
