priority shipping VAT tax if several products

For our specific needs, we’re looking for ways to solve the following problem:

We sell several products with different VAT rates, and our shipping costs must also bear the VAT rate corresponding to the product sold.

When the products in cart have the same VAT rate, there’s no problem, but when we have several products with different VAT rates, woocommerce applies the highest VAT rate to the shipping costs. We want to apply the lowest VAT rate to shipping costs.
